About Qlarant

Qlarant Quality Service, Inc. (Qlarant), formerly Delmarva Foundation, is a private, independent, non-profit, 501(c) (3) organization established in 1973, founded on the principles of quality assurance and improvement for health care and human services.

Qlarant has extensive experience working with Medicaid programs beginning in 1974 with the State of Maryland. Over the last 50 years we have provided quality assurance review services for State Medicaid programs directly related to developmental disabilities, aged and disabled, and behavioral health. This includes Medicaid recipients in both Fee for Service (FFS) and Home and Community-Based Services (HCBS) Waiver programs.

Since 2001, Qlarant has contracted with the State of Florida to provide quality assurance and quality improvement (QA/QI) services for persons with developmental disabilities enrolled in Medicaid Waiver programs. In Florida, our mission is “to promote a person directed service delivery system through collaborative quality improvement strategies designed to enhance the lives of people.”

QA/QI is at the core of Qlarant’s mission. We hope to effect changes in public policy and the provider community consistent with our vision, to be a globally recognized leader in advancing quality through enhancement of community support systems.

The Florida Statewide Quality Assurance Program (FSQAP) is funded through the Florida Agency for Health Care Administration (AHCA) in cooperation with the Agency for Persons with Disabilities (APD). Funding for FSQAP does not impact the funding for services provided to individuals with developmental disabilities through the state’s Home and Community Based Services (HCBS) waiver.
