Project Description
The Florida Statewide Quality Assurance Program (FSQAP) for the Developmental Disabilities Home and Community Based Services Waivers (HCBS) and Consumer Directed Care Plus (CDC+) program represents a departure from typical, program-based developmental services systems. This program measures the success of services and supports from the blended perspectives of both the people receiving services, as well as program measures and requirements. The goal of this program is to support people to live everyday lives through quality improvement strategies designed to promote a person centered service delivery system.
Qlarant works with all stakeholders in Florida including people receiving services, their family members, providers, the Agency for Health Care Administration (AHCA), the Agency for Persons with Disabilities (APD), and others.
Our review process begins with Person Centered Reviews (PCR), which are personal interviews with people receiving services, their Waiver Support Coordinator (WSC)/CDC+ Consultant, CDC+ Representative (if applicable), and documentation review for the WSC. Quality Assurance Reviewers throughout the state interview individuals to learn about the personal goals and expectations people have in areas such as, person centered supports, choice, rights, and community life including home, work, community life, health, and safety. The personal interviews are also used to find out about each person’s satisfaction with supports and services.
Quality Assurance Reviewers also conduct Provider Discovery Reviews (PDR) to evaluate the performance of each provider in the domains of person centered practices and compliance within the service delivery system. These reviews include interviews with individuals receiving services, on-site and desk reviews of service documentation, training, and background screening, and observations of residential habilitation homes and adult day training settings. The results of the review activities are reported to AHCA and APD at the state and regional levels. Both types of review activities (PDR and PCR) support the State in generating quality improvement initiatives from which all stakeholders might benefit.
Information from review activities is designed to support APD in their efforts at remediation throughout the state.
Funding for FSQAP does not impact the funding for services provided to individuals with developmental disabilities through the state’s HCBS waiver.
